I submitted my story, but I got an email asking me to submit it again. What does that mean?

It may be an automated email triggered by an unfinished draft created in your account. You can remove those drafts by opening the Drafts tab on your Manage Stories page, then tapping the three-dot menu on the draft and selecting Delete.

Why should I allow my story to be translated?
