Your goal is to construct the world’s biggest port, then keep expanding with new docks, buildings, and ships. Currently, there are 3 cities you can operate in. The first city is available immediately, while the other two are unlocked after reaching certain level milestones. Your main focus should be San Francisco, since learning how to manage your business there prepares you for all three cities later.

One of your most important systems is your fleet. Ships are how you pick up resources, then deliver them and other merchandise to clients.
